Our verdict
For a French resident who wants a PEA at a French bank, Fortuneo is a strong, unspectacular choice, and the reasons are mostly structural. Arkéa Direct Bank holds a French banking licence, the ECB lists it inside the significant Crédit Mutuel group, cash and securities sit under the FGDR's EUR 100,000 and EUR 70,000 guarantees, and the price list charges no opening, account-keeping or custody fee on the PEA, PEA-PME or compte-titres. The tariff menu is the part to think about. Starter suits a monthly saver putting a few hundred euros into one Euronext share or ETF, Progress suits orders of a few thousand euros, Trader Pro suits larger tickets, and you must pick one per account and pay EUR 60 to switch. Inside a PEA the legal 0.5% cap softens the fixed fees on small orders. The weaknesses are just as clear. Away from Euronext the pricing gets steep — German, UK and Swiss orders cost at least EUR 50 — and US orders are reasonable only on Progress and Trader Pro. The range is built for cash-market securities: we found no options, futures, CFDs, crypto, fractional shares or automatic ETF savings plan. Live Trader is capable but needs Java, and everything is in French. And the account is effectively for people living in France: the PEA requires French tax residence, and only French nationals can open the compte-titres from abroad. Within those limits it is a well-protected, low-friction place to hold a long-term French portfolio.
Best for
- French residents building a PEA
- Monthly savers buying Euronext shares and ETFs
- Fund investors
- Customers who want banking and investing at one French bank
Less suitable for
- Anyone living outside France
- Frequent traders of German, UK or Swiss shares
- Options, futures, CFD and crypto traders
- Investors who need fractional shares or ETF savings plans
Pros & cons
Pros
8- Starter makes the first Euronext order of up to EUR 500 each month free and charges 0.35% on every other order (the price list sets no minimum); Progress charges EUR 4.90 up to EUR 3,000 and Trader Pro EUR 9.50 up to EUR 10,000
- No opening, account-keeping or custody fee on the PEA, PEA-PME-ETI or compte-titres
- Arkéa Direct Bank holds a French banking licence from the ACPR, and the ECB lists it among the entities of the significant Crédit Mutuel group
- FGDR protection of EUR 100,000 on cash and EUR 70,000 on securities per investor and institution
- PEA and PEA-PME-ETI with IFU tax reporting; inside the plans the legal cap of 0.5% per online order limits brokerage on small orders
- Broad range: about 30,000 shares, more than 12,000 ETFs, 49,000 funds and 7,500 bonds, plus about 42,800 turbos, warrants and certificates
- Currency conversion at the next-day rate plus 0.12%, and a free Live Trader desktop platform with real-time Euronext prices
- Phone support six days a week (Monday to Friday 08:00–20:00, Saturday 09:00–18:00), plus chat and e-mail in the app and client area
Cons
6- Effectively for residents of France: the PEA needs French tax residence, and from abroad only French nationals can open the compte-titres
- Expensive outside Euronext and the US: German, UK and Swiss orders cost 0.20% with a EUR 20 minimum plus EUR 30 of foreign-broker fees on every tariff
- One tariff per account and EUR 60 to switch; on Starter a US order also costs at least EUR 50
- We found no options, futures, CFDs, crypto, fractional shares or automatic ETF savings plan in the published offer
- Live Trader needs Java 8 or later and does not run on phones or tablets; site, app and support are in French only
- Closing a PEA or PEA-PME costs EUR 85, and moving securities out costs EUR 15 per line (capped at EUR 150 for a PEA)

| Stocks (per order) | 0.15 % | Minimum: €4.90 — Fortuneo has three brokerage tariffs and each account carries exactly one, chosen at opening (switching later costs EUR 60). This line records the middle tariff, Progress: EUR 4.90 per order up to EUR 3,000 and 0.15% of the order above (recorded as 0.15% with a EUR 4.90 minimum, which overstates orders between EUR 3,000 and about EUR 3,267 by up to EUR 0.40). Starter: the first order of each month up to EUR 500 is free, every other order costs 0.35% (the price list sets no minimum). Trader Pro: EUR 9.50 per order up to EUR 10,000 and 0.10% above. All three apply to Euronext Paris, Brussels, Amsterdam and the Equiduct platform. On a PEA or PEA-PME brokerage is capped by law at 0.5% of the order online (1.2% by phone), and Fortuneo applies its tariffs within that cap. Source: price list 'Conditions tarifaires au 6 août 2026' and the PEA and compte-titres pages (checked 02.11.2026). Fortuneo's bourse page states that the three current tariffs require no minimum balance and no minimum number of orders. Older tariffs still apply to customers who hold them, and some of them carry balance or activity charges, e.g. EUR 5.98 a month without a transaction on 'Petits Ordres' (older-tariffs page, checked 02.11.2026). |
| US stocks | 0.12 % | Minimum: €9.50 — Price list of 6 August 2026 (table layout read from the PDF): on the Progress and Trader Pro tariffs a US order (NYSE, Nasdaq, American Stock Exchange) costs EUR 9.50 up to EUR 10,000 and 0.12% above (recorded as 0.12% with a EUR 9.50 minimum, which overstates orders between about EUR 7,917 and EUR 10,000). On the Starter tariff a US order costs 0.20% with a EUR 20 minimum plus EUR 30 of foreign-broker fees. Currency conversion comes on top at the next-day (J+1) exchange rate plus 0.12%. Real-time US prices are an optional subscription, free in a month with at least one order, otherwise EUR 5.98 a month. |
| ETFs | 0.15 % | Minimum: €4.90 — ETFs listed on Euronext and Equiduct are charged on the same three tariffs as shares (this line: Progress). Promotion from 1 September to 31 December 2026: no brokerage on buy orders between EUR 500 and EUR 100,000 in about 120 eligible Amundi ETFs; Fortuneo states that it is paid by the management company in proportion to the buy orders executed on these ETFs. |
| Options (per contract) | Not offered | Not found in Fortuneo's published range: the price list of 6 August 2026 has no tariff for option orders, and the product pages name shares, ETFs, funds, bonds, turbos, warrants, certificates and unlisted securities (the bourse page also lists 'produits dérivés' for the compte-titres without naming options). |
| Futures (per contract) | Not offered | Not found in Fortuneo's published range: the price list of 6 August 2026 prices no futures orders. Leverage is available through the SRD deferred-settlement service and through turbos, warrants and certificates. |

Non-partner funds: no brokerage on a subscription in a PEA or PEA-PME and EUR 30 on a compte-titres, plus the entry fee set in the fund's prospectus, which the price list shows under fees charged by Fortuneo (its MiFID example shows 3%, EUR 60 on EUR 2,000); redemptions above EUR 500 cost nothing, under EUR 500 at most EUR 6 on a PEA or PEA-PME and EUR 11.96 on a compte-titres. Livret + is a separate, unregulated savings account, not the cash account of the PEA or compte-titres: base rate 1.80% gross a year (in force from 01.10.2026), calculated by half-month and credited once a year. First openings from 08.10.2026 to 08.12.2026 by adult French tax residents earn 5.50% gross for 3 months on net deposits up to EUR 100,000; the offer ends on 08.12.2026. It requires a Fortuneo current account; Fortuneo does not say whether cash on the compte-titres earns interest.

- FranceAccording to service-public.fr, the cash account of a PEA works like a deposit account and earns no interest. This applies to every PEA, not only at Fortuneo; for the compte-titres Fortuneo states no rate.

Fortuneo's legal notice (checked 02.11.2026) states that it is a member of the French FGDR. For a compte-titres, PEA or PEA-PME, cash is covered up to EUR 100,000 per investor and institution, and securities separately up to EUR 70,000 per investor and institution. The securities guarantee pays only if the custodian can no longer return the securities; it does not cover a fall in their market value, and Fortuneo stresses that client securities remain the investor's property. Leverage comes from the SRD deferred-settlement service, where the price list sets the cover ratios (cash counts five times, SRD-eligible shares, funds on Fortuneo's referenced list and bonds 2.5 times, non-referenced funds and volatile securities once) and charges 0.0233% a day, and from turbos, warrants and certificates, which Fortuneo reserves for experienced investors. Full review: Fortuneo
This review is based on official pricing schedules, legal documents and other available sources. It does not claim that we opened an account with this broker or tested it in practice.
Fees: three Euronext tariffs, one per account
Fortuneo prices orders on Euronext Paris, Brussels and Amsterdam and on the Equiduct platform through three tariffs, and each account carries exactly one of them. The choice is made at opening; switching later costs EUR 60, so it is worth matching the tariff to the orders you actually place.
| Tariff | Order size | Brokerage |
|---|---|---|
| Starter | first order of the month, up to EUR 500 | EUR 0 |
| Starter | every other order | 0.35% (no minimum in the price list) |
| Progress | up to EUR 3,000 | EUR 4.90 |
| Progress | above EUR 3,000 | 0.15% |
| Trader Pro | up to EUR 10,000 | EUR 9.50 |
| Trader Pro | above EUR 10,000 | 0.10% |
The price list's own MiFID examples show the logic: EUR 500 costs EUR 1.75 on Starter (or nothing as the month's first order), EUR 4,000 costs EUR 6 on Progress and EUR 12,000 costs EUR 12 on Trader Pro. On a PEA or PEA-PME the law caps brokerage at 0.5% of the order online (1.2% by phone), and Fortuneo applies its tariffs within that cap, so a small Progress order inside a plan costs less than the EUR 4.90 headline.
Around the commission the account is cheap to hold: no opening fee, no account-keeping fee and no custody fee on the PEA, PEA-PME or compte-titres, free real-time Euronext prices and the Live Trader platform at no charge. Currency conversion for foreign trades uses the next-day (J+1) rate plus 0.12%.
The expensive corners lie outside Euronext. German, UK and Swiss shares cost 0.20% with a EUR 20 minimum plus EUR 30 of foreign-broker fees on every tariff, so the smallest order there costs EUR 50. US orders cost EUR 9.50 up to EUR 10,000 on Progress and Trader Pro, but carry the same EUR 50 floor on Starter. Orders by phone add EUR 7.18 on Starter and EUR 3.59 on the other two tariffs. Fortuneo also keeps older tariffs alive for customers who still hold them, so an existing customer's prices can differ from the table above. Some of those older tariffs carry balance or activity charges, e.g. EUR 5.98 a month without a transaction on 'Petits Ordres'; for the three current tariffs Fortuneo states that there is no minimum balance and no minimum number of orders.
Safety: a French bank inside the Crédit Mutuel Arkéa group
Fortuneo is a brand, not a company. The contracting entity is Arkéa Direct Bank, a société anonyme registered in Nanterre (RCS 384 288 890) with its seat at Tour Trinity, 1 bis place de la Défense, Courbevoie. Its legal notice describes three roles: a bank licensed by the ACPR, an investment services provider licensed by the ACPR after the AMF's opinion (reception, transmission and execution of orders, and custody), and an insurance broker registered with ORIAS. The ACPR's REGAFI register lists the bank licence since 13 September 2000 under interbank code 14518 and names both Fortuneo and Keytrade Bank as trade names of the same entity.
Two further facts matter. First, the European Central Bank's list of supervised entities (cut-off 1 September 2026) names Arkéa Direct Bank among the entities of the Confédération Nationale du Crédit Mutuel group, which the ECB supervises directly as a significant institution. Second, the parent Crédit Mutuel Arkéa is a cooperative and states that it is not listed on a stock exchange; it belongs to its member-shareholders and publishes annual and half-year financial reports.
Execution and safekeeping are mainly handled inside the group: the legal notice says trading, clearing and custody are carried out by ProCapital under a service agreement, and the order-execution policy of July 2025 names ProCapital as the main provider for executing client orders and Oddo BHF as a secondary one.
Protection follows the French FGDR scheme:
- Cash on the cash side of a PEA or compte-titres, as on a current or savings account: up to EUR 100,000 per investor and institution.
- Securities: up to EUR 70,000 per investor and institution, paid only if the custodian can no longer return them. Fortuneo's legal notice stresses that securities remain the investor's property and that the guarantee does not cover a fall in market value.
The SRD deferred-settlement service and a EUR 27 fee for a debit balance or insufficient cover show that an account can go negative, so we record no negative-balance protection. None of this removes market risk.
PEA, PEA-PME and French tax handling
For a French resident the decisive feature is the wrapper, and Fortuneo offers both French equity plans next to an ordinary taxable account.
The PEA (plan d'épargne en actions) takes contributions up to EUR 150,000. Gains and dividends kept inside the plan are not taxed; after five years withdrawals are free of income tax, while social contributions remain due. A withdrawal before five years closes the plan, apart from the exceptions the law allows. Fortuneo restricts the PEA to adults whose tax domicile is in France, allows two PEAs and two PEA-PMEs per tax household (married or civil partners) and does not sell the PEA Jeune for tax-dependent young adults. Tax residents abroad cannot open one, but Fortuneo accepts transfers of existing plans.
The PEA-PME-ETI targets small and mid-sized European companies. Its ceiling is EUR 225,000, shared with the PEA: both plans together may not exceed EUR 225,000, and the PEA within that stays capped at EUR 150,000. Fortuneo counts more than 1,430 eligible shares and more than 180 eligible funds.
The compte-titres ordinaire has no ceiling and no tax advantage. Gains and dividends fall under the French flat tax, with the option of the progressive income-tax scale, and losses can be offset against gains of the same kind over the following ten years.
Fortuneo handles the paperwork: it publishes the IFU (Imprimé Fiscal Unique) each spring, free online, and holds Qualified Intermediary status with the US tax authority for US securities. One caution: Fortuneo's own pages quote different social-contribution rates. The PEA and compte-titres pages give 17.2% and a 30% flat tax, while its Livret + page, which covers savings interest, gives 18.6% and 31.4%. The rates are set by law and we found no source confirming which one applies to PEA and securities gains, so check service-public.fr before planning a withdrawal.
Transfers in are routine. Fortuneo says a PEA transfer takes about a month on average and refunds the previous provider's transfer fees up to EUR 2,000 (see the funding section). Closing a PEA or PEA-PME costs EUR 85, unless the plan is transferred.
Markets and products
Fortuneo's range is wide for a French bank broker, but it is built around cash-market securities rather than listed options and futures or CFDs.
- Shares: about 30,000 French and international shares. The compte-titres reaches Euronext Paris, Brussels and Amsterdam, the NYSE, Nasdaq and the American Stock Exchange, Frankfurt and Xetra, the London Stock Exchange and London SETS, and the Swiss exchange including Virt-x; the PEA offers more than 3,600 European shares.
- ETFs: more than 12,000 on the compte-titres and more than 140 PEA-eligible ETFs, some of which give indirect exposure to world regions while meeting the PEA rules.
- Funds: more than 49,000 funds (OPCVM and SICAV), more than 3,200 of them available in the PEA. Partner funds carry no entry fee in the '0 frais d'entrée' range and up to 1% on negotiated funds, while other funds carry the entry fee set in their prospectus (the price list's example shows 3%); Fortuneo discloses retrocessions of 0.01% to 1.80% a year from fund managers, depending on the fund category.
- Bonds: more than 7,500.
- Leveraged products: about 42,800 turbos, warrants and certificates, which Fortuneo reserves for experienced investors.
- Unlisted companies: through its Catalizr service Fortuneo offers an online process, run from the client area, to register and manage unlisted securities such as shares in small companies or cooperative shares in a PEA or PEA-PME-ETI; its PEA and PEA-PME pages list unlisted securities among the possible holdings.
- SRD deferred settlement on eligible French shares, with leverage set by the cover ratios in the price list.
- Managed accounts: a discretionary mandate run by Arkéa Asset Management from EUR 30,000, in four profiles, paid only from a share of positive half-year performance.
What we did not find is as telling. In Fortuneo's product pages and price list we found no options, futures, CFDs, spot forex or crypto assets (the bourse page lists 'produits dérivés' for the compte-titres without naming any of these), and we found no fractional shares and no automatic savings plan for shares or ETFs in the published offer. Fund orders start at EUR 1, which is the closest thing to small regular investing here. Markets beyond the list above are open only for selling, by phone.
Platforms: website, app and Live Trader
Fortuneo runs three ways into the account, all included at no extra charge.
The website and client area carry order entry, portfolio views and the conditional Ordres Intelligents®, which Fortuneo offers free on SBF 120 shares priced above EUR 3 and on a selected list of Euronext Paris ETFs above EUR 3. Order types cover market orders, best-limit orders, limit orders and stop orders with a trigger threshold or a trigger range. Fund research sits alongside: a detailed sheet per fund, a multi-criteria selector, a comparator and Morningstar ratings.
The mobile app (iPhone, iPad and Android) is a full banking app with a securities section. According to its App Store description you can follow live prices, buy and sell shares, follow ETFs, place and modify orders and receive notifications on prices and executions, on a PEA, PEA-PME or compte-titres. On the French App Store it showed 4.5 out of 5 from about 86,000 ratings on 2 November 2026; that rating covers the whole banking app, not only the trading part.
Live Trader is the tool for active investors: a free desktop platform for Windows, macOS and Linux with streaming prices on Euronext Paris, Brussels, Amsterdam and the US markets, your portfolios and personal watchlists, more than 60 indicators, DayByDay technical analysis, alerts on price, volume and variation, orders placed directly from the chart and a multi-screen layout. Technically it shows its age — it needs Java 8 or later, at least 100 MB of disk space and a 1024×768 screen, and it does not run on phones or tablets.
We found no demo account and no retail API for automated trading in Fortuneo's published offer, and the site, the app and Live Trader are in French.
Account opening, funding and current offers
Opening is fully online: you complete the application, sign electronically and upload an identity document and a proof of address less than three months old. The account is activated by a first payment of at least EUR 100; after that, orders can start from EUR 1. Fortuneo publishes no processing time; according to its FAQ, new customers receive a file number by e-mail once the application arrives and can follow it online with that number.
Who can open what:
- Compte-titres: adults, minors through their legal representatives, and companies, resident in France or abroad — but residents abroad must be French nationals.
- PEA and PEA-PME: adults with their tax domicile in France only.
For that reason this record lists France as the only country.
Money moves through the cash account attached to each securities account. Transfers from another bank arrive within 48 to 72 business hours according to Fortuneo, a Fortuneo current account can pay into a PEA or PEA-PME by transfer in the client area, card top-ups credit immediately but only from the seventh month after opening, and cheques are accepted. SEPA transfers in and out are free online; an incoming non-SEPA transfer costs EUR 12.
Current offers on Fortuneo's offers page as of 2 November 2026 (read the conditions before relying on them):
- 100 orders without brokerage for a first opening or transfer, on orders of EUR 500 to EUR 10,000 on Euronext and Equiduct during the month after opening; the account must be kept for at least one year.
- Transfer fees refunded up to EUR 2,000 for a transferred account worth at least EUR 5,000 (EUR 150 maximum from EUR 3,000 to EUR 5,000, EUR 100 below), once per person.
- Amundi ETFs: no brokerage on buy orders of EUR 500 to EUR 100,000 in about 120 eligible Amundi ETFs from 1 September to 31 December 2026. Fortuneo states that the management company pays it in proportion to those orders, which is worth knowing when an offer steers you to one issuer.
- A referral scheme pays up to EUR 80 each to the existing and the new customer when a securities account is opened with a first payment of EUR 1,000.
Research, education and support
Research is solid for a bank broker. Customers get daily and weekly market commentary — 'La séance en bref', a morning briefing called 'Morning Meeting', the two-minute 'Débrief Bourse' and the weekly 'Le point des marchés' — plus DayByDay analyses of the main shares and indices and The Screener, which publishes two proprietary indicators on more than 250 stocks, updated twice a week. Fund research includes a detailed sheet per fund, news, a multi-criteria selector, a fund comparator and Morningstar ratings, all free according to the price list.
Education comes through a Guide Bourse covering instruments (shares, bonds, funds, warrants, turbos and certificates, structured products, the SRD), how markets work and the account types, the podcast 'Dans la place' sponsored by Fortuneo, a second finance podcast called 'Femmes d'Actions', a blog and a section explaining sustainable finance. It is useful background rather than a structured course.
Support is a strength on opening hours. The help centre answers by phone on +33 2 98 00 29 00 from Monday to Friday 08:00–20:00 and on Saturday 09:00–18:00 (French time, excluding public holidays), and by chat and e-mail through the app and client area; prospects have a separate line. Everything is in French. From EUR 50,000 of investment, Fortuneo offers a tailored wealth-planning service (expertise patrimoniale) by appointment.
Complaints go first to customer service, then in writing to the complaints department, which answers complaints about products other than payment services within two months at most. For disputes about market transactions, the mediator of the AMF is the named recourse, free of charge, two months after a first written complaint. Fortuneo cites press awards on its pages, among them Le Figaro's 'Meilleur courtier en bourse' in the online-bank category (November 2025); these are the provider's own references, not our assessment.
Frequently asked questions
The compte-titres is open to adults, minors (signed by their legal representatives) and companies resident in France, and to French nationals living abroad. The PEA and PEA-PME are for adults with their tax domicile in France; tax residents abroad can transfer an existing PEA in but cannot open a new one. Opening is online, and the account is activated with a first payment of at least EUR 100.
It depends on the tariff chosen for the account. On Euronext and Equiduct, Starter makes the month's first order up to EUR 500 free and charges 0.35% on every other order (the price list sets no minimum); Progress charges EUR 4.90 up to EUR 3,000 and 0.15% above; Trader Pro charges EUR 9.50 up to EUR 10,000 and 0.10% above. On a PEA or PEA-PME the legal cap of 0.5% of the order online applies. Changing tariff later costs EUR 60.
Yes. Fortuneo is a brand of Arkéa Direct Bank, a French bank licensed by the ACPR and part of the cooperative Crédit Mutuel Arkéa group; the ECB lists it among the entities of the significant Crédit Mutuel group that it supervises directly. Under the French FGDR scheme, cash is covered up to EUR 100,000 and securities up to EUR 70,000 per investor and institution, the latter only if the custodian cannot return them.
A PEA takes up to EUR 150,000 of contributions, a PEA-PME-ETI up to EUR 225,000, a ceiling shared with the PEA. After five years, withdrawals are free of income tax but social contributions remain due; a withdrawal before five years generally closes the plan. Fortuneo allows two PEAs and two PEA-PMEs per tax household, does not offer the PEA Jeune, charges no custody fee and charges EUR 85 to close a plan other than by transfer.
Yes, on the NYSE, Nasdaq and American Stock Exchange through the compte-titres. On Progress and Trader Pro a US order costs EUR 9.50 up to EUR 10,000 and 0.12% above; on Starter it costs 0.20% with a EUR 20 minimum plus EUR 30 of foreign-broker fees. Conversion uses the next-day exchange rate plus 0.12%. Real-time US prices are an optional subscription, which the price list charges at EUR 5.98 in a month without an order.
We found none of them in Fortuneo's published offer: no listed options or futures, no CFDs or spot forex, no crypto assets and no fractional shares. Leverage is available through turbos, warrants and certificates and through the SRD deferred-settlement service. Funds can be bought from EUR 1.
